  • To achieve its goal of reducing 90% of transport sector GHG emissions by 2050, the EU needs bold policy action to transform its passenger transportation systems.
  • This new white paper outlines three key policy areas where the EU can take action to bring the private and public sector into alignment and unlock the benefits of innovation.
  • Without acting, the EU risks harmful monopolization across the mobility service sector, uneven growth of digital mobility services and innovation, missing its emission reduction goals, and continued dependence on oil.

BRUSSELS, BELGIUM (April 12, 2023)—The Coalition for Reimagined Mobility (ReMo), a global initiative shaping policy and ideas for transportation systems that more efficiently, sustainably, and equitably move people and goods, today released a white paper on the future of European passenger transportation.

The paper outlines three major policy actions the EU can take to leverage private sector innovation to achieve its ambitious goal of reducing transport sector emissions by 90% by 2050 by catalyzing a more efficient, sustainable, and people-centered mobility sector.

The new white paper, “A Policy Path to Achieving Europe’s Green Digital Revolution with Sustainable, Smart and Seamless Mobility,” lays out how creating a Mobility-as-a-Service directive, a regulatory sandboxing and knowledge-sharing mandate, and industry-led data standards across the EU will help unlock the benefits of the connected, cooperative, and autonomous mobility (CCAM) future necessary to meet the EU’s Sustainable and Smart Mobility Strategy targets.

“The EU’s goal to reduce transport sector emissions by 90% by 2050 is both laudable and necessary. This ambitious goal is possible—but only with bold policies and targeted investment in a green digital transition across Europe’s transport systems,” said Christine Weydig, ReMo’s Executive Director.

“Private and public sector mobility innovation will be integral to shaping the future of mobility across Europe and this white paper helps show how to get there,” Weydig said.

ReMo’s white paper specifically outlines the path to unlocking the full potential of mobility innovation through a regulatory sandboxing and knowledge-sharing mandate that would require member states to collect and share information from mobility pilot programs. Regulatory innovation will be especially powerful when combined with a MaaS directive that sets a European standard for mobility services on demand across a single European market. An industry-led, neutral, open data approach will help these policies fully realize tremendous sustainability benefits while increasing mobility options throughout cities in the EU.
