Rachel McCleery is the Executive Director of the Coalition for Reimagined Mobility at SAFE, driving policies to support the secure, resilient, and efficient movement of people and goods. She drives strategic partnerships to strengthen supply chains, reduce dependence on adversaries, and bolster American competitiveness in emerging transportation technologies.

McCleery is a seasoned policy and communications professional and brings nearly 15 years of experience navigating complex legislative, regulatory, and political environments across two Presidential Administrations, Capitol Hill, and the private sector. Most recently, she served as a Senior Advisor in the Department of Treasury, where she built cross-sector relationships with automakers, energy producers, battery manufacturers, state and local governments, and other key stakeholders. During her appointment, she spoke at more than 100 webinars, workshops, panels, and conferences to educate communities, industry, and the public about the socioeconomic and national security benefits of advanced energy investments.

McCleery previously led Ford Motor Company’s manufacturing, critical mineral supply chain, and labor policy portfolio. An automotive policy expert and recurring guest lecturer at Michigan State University, she hails from Michigan and began her career working for Congressman John D. Dingell (D-MI) and U.S. Senator Debbie Stabenow (D-MI).
